There is a difference between foster care and foster-to-adopt.  With disregard to any specific time frame, foster care is typically temporary.  It provides children and teens that have been removed from their parents or guardians, usually due to abuse or neglect, with a safe, secure and loving home.  With a foster-to-adopt placement, permanency is the goal.  Whether a child becomes available during a foster care placement or permanency has always been the goal of the family, ACPA will assist you along the journey.
